Contract Delegation - Signature Authority

Academic Affairs

Interim Chancellor Joseph R. Urgo has given delegation of signature authority to:

Karin Peterson, Acting Provost and Vice Chancellor for Academic Affairs-signature authority for all documents, including consulting agreements, that fall within the purview of Academic Affairs. However, authority to sign consulting agreements must be exercised in consultation with Chancellor Urgo, and may not be further delegated.

Karin Peterson, has given delegation of signature authority to:

 Leah Dunn, University Librarian

  • Signature authority for the purpose of library subscription licensing agreements.

 Catherine Frank, Executive Director of the Osher Lifelong Learning Institute (OLLI)

  • Signature authority for all documents that fall within the purview of OLLI at UNC Asheville that do not exceed $50,000
  • Signature authority for OLLI travel authorization up to $1,000.

 Michael Gass, Executive Director of IREP Institution Research, Effectiveness and Planning

  • Signature authority for all documents that fall within the purview of IREP at UNC Asheville that do not exceed $2,000.
  • Signature Authority for travel authorization up to $1,000.

 Steve McKellips, Senior Director of Admissions and Financial Aid

  • Signature authority for travel authorization up to $2,000 for Admissions, Financial Aid, Gear Up, and Vamos.

 Gerard Voos, Director of the Asheville Graduate Center

  • Signature authority for instructor contract letters for AGC-housed classes and programs that are not for credit
  • Signature authority for space-use agreements and contracts when AGC uses space off-campus.

Athletics and University Enterprises

Interim Chancellor Joseph R. Urgo has given delegation of signature authority to:

 Janet R. Cone, Senior Administrator for University Enterprises and Athletics Director

  • Signature authority for all documents, including consulting agreements, that fall within the purview of Athletics and University Enterprises. However, authority to sign consulting agreements must be exercised in consultation with Chancellor Urgo, and may not be further delegated.

Janet R. Cone, has given delegation of signature authority to:

Signature authority will remain primarily with Janet R. Cone, and secondarily with Judith Bohan with regard to financial matters, Terri Brne, Associate AD for emergency matters, and Joy Flora with regard to University Enterprises' matters.

Administration and Finance

Interim Chancellor Joseph R. Urgo has given delegation of signature authority to:

John Pierce, Vice Chancellor for Administration and Finance

  • Signature authority for all documents, including consulting agreements, that fall within the purview of Administration and Finance. However, authority to sign consulting agreements must be exercised in consultation with Chancellor Urgo, and may not be further delegated.

John Pierce, has given delegation of signature authority, in times when he is not available, to:

Mary Hall

  • Signature authority for all documents that fall within the purview of Finance that do not exceed $100,000.
  • Signature authority for student refunds.

Nicole Norian

  • Signature authority for all documents that fall within the purview of Human Resources, Affirmative Action, Benefits and Professional Development that do not exceed $50,000.

Darlene Carrasquillo

  • Signature authority for vendor credit applications.

David Todd

  • Signature authority for all University utility bill payments.
  • Signature authority for all contracts for repair, renovation, or construction of facilities or infrastructure if the amount does not exceed $500,000.
  • Signature authority for the approval of design proposals, payment applications, invoices, requisitions, change orders, and field orders for contracts for repair, renovation, or construction of facilities or infrastructure if the contract amount does not exceed $500,000.

Grounds Superintendent and Grounds Supervisors

  • Contracts for the rental of tents, tables and chairs up to $10,000.
  • Contracts for the rental of large equipment, lifts, small power tools and equipment up to $5,000.
  • Contracts for the rental of small power tools and equipment up to $1,000.

Grounds Team Leads, Trades Supervisor and Trades Team Leads

  • Contracts for the rental of small power tools and equipment up to $1,000.

Jeff Brown, Director of ITS and CIO

  • Signature authority up to $20,000 on ITS.
  • Signature authority for CSI Leasing, Inc., Apple and Dell approval letters granting CSI permission to pay their invoices for equipment which UNC Asheville has received; provided that the documents’ details are consistent with the related specific lease paperwork previously reviewed and signed by General Counsel and Vice Chancellor for Administration and Finance.
  • Signature authority for ITS travel authorization up to $1,000.​

Student Affairs

Interim Chancellor Joseph R. Urgo has given delegation of signature authority to:

Dr. Bill Haggard, Vice Chancellor for Student Affairs-signature authority for all documents, including consulting agreements, that fall within the purview of Student Affairs. However, authority to sign consulting agreements must be exercised in consultation with Chancellor Urgo, and may not be further delegated.

Dr. Bill Haggard, has given delegation of signature authority to: 

Jackie McHargue, Dean of Students - signature authority for all documents that fall within the purview of Student Affairs that do not exceed $50,000.

Nancy Yeager, Associate Vice Chancellor of Student Affairs Administration - signature authority for all documents that fall within the purview of Student Affairs that do not exceed $50,000.

Jay Cutspec, Director of Health and Counseling, to sign the annual contract with MAHEC to provide medical services to our campus.

University Advancement

Carla Willis, Vice Chancellor for University Advancement, signature authority for all documents, including consulting agreements, that fall within the purview of University Advancement. However, authority to sign consulting agreements must be exercised in consultation with Chancellor Urgo, and may not be further delegated.

Carla Willis has given delegation of signature authority to:

Ben Underwood, Associate Vice Chancellor for Advancement Operations - signature authority for all advancement-related contracts up to $50,000.

Laura Herndon, Associate Vice Chancellor for Alumni Relations & Giving - signature authority for all alumni-related contracts up to $25,000.

Brian Davis, Director of University Events - signature authority for rental agreements related to event tents.
